The fourth International Conference of Ombuds Institutions for the Armed Forces (ICOAF), held in Ottawa, Canada, marked a significant milestone as it was the first such conference outside of Europe, introducing new methods for promoting democratic oversight of armed forces globally. The conference focused on capacity development and domestic outreach, addressing the needs of emerging ombuds institutions and how established ones can provide support. Ambassador Winkler of DCAF emphasized the critical role of ombuds institutions in countries in transition, fragile environments, and conflict situations as vital tools for good governance.
