The 12th International Conference of Ombuds Institutions for the Armed Forces (ICOAF) examined the Covid-19 pandemic's effects on ombuds institutions, society, and the armed forces. Governments implemented exceptional measures that significantly impacted daily life and the rights of both the general population and military personnel. As armed forces assisted civilian authorities during the crisis, ombuds institutions reassessed their practices to better protect the rights of military personnel and citizens affected by military activities.

The conference provided a platform for participants to share experiences and identify best practices in complaint handling. Emphasis was placed on engagement methods, including interviews and correspondence, along with the operational changes adopted by ombuds institutions, such as remote work and video conferencing. This collaborative effort aimed to enhance the resilience and effectiveness of ombuds institutions in the face of pandemic challenges.
