The 11th International Conference of Ombuds Institutions for the Armed Forces (ICOAF) examined how ombuds institutions can enhance their resilience amid growing criticism and hostility from government officials, including military personnel and parliamentarians. This backlash has manifested in challenges to their independence, budget cuts, reduced cooperation, non-implementation of recommendations, and failures to reappoint leadership. Such actions have significantly hindered their ability to operate effectively.

The conference focused on strategies for maintaining momentum in protecting soldiers' rights and fostering a more effective military. Through collaborative discussions, participants explored best practices and innovative approaches to strengthen the role of ombuds institutions in safeguarding military personnel’s rights.
